This position is located within Ozark National Scenic Riverways. The incumbent serves as a GS-7 field ranger for the Ranger Activities Division which manages the law enforcement and emergency services operations, fee management and campground operations, employee safety and structural fire prevention, and provides visitor use management. The incumbent provides first line law enforcement and emergency services to the Upper Current District. The incumbent duties; include investigation, apprehension, or detention of individuals suspected or convicted of offenses against the criminal laws of the United States. The incumbent is required to possess and maintain a current DOI Law Enforcement Commission, Emergency Medical First Responder Certificate or greater and to meet the fitness for duty standards as prescribed in applicable NPS guidelines. The incumbent is also required to respond periodically to emergency situations related to resource protection and/or visitor use management outside of regularly scheduled tours of duty. He/she ensures that all division programs are carried out in compliance with applicable local, state, and federal laws, rules, regulations, and policies. The incumbent performs and coordinates administrative tasks with the administration division and the protection staff to meet policies and comply with administrative procedures. Full Performance Level is GL-0025-9. The Upper Current district has an active river program to include preparedness of boats and equipment, coordination of patrol operations and riverways maintenance. Rangers are responsible for Scenic Easement and Agricultural field monitoring as well as Archeological site monitoring and protection. The incumbent serves as the agency's liaison with cooperating agencies, park partners, concessioners, park neighbors, and the other park division employees and supervisors. This is a non-supervisory law enforcement position. As a Commissioned Ranger, you will be responsible for performing law enforcement duties including detection, investigation, apprehension, and prosecution under applicable laws, rules, and regulations enacted to insure the protection and safe use of National park resources. You will also educate, interpret, and inform visitors about resources, conservation, laws, and regulations. Collateral duties may include:
field training, emergency medical services, special response, technical rescue, wildland firefighting, boats, ATV/UTV, and swift water rescue. Physical Demands:
The work is a mix of sedentary office work and rigorous field work. The position requires regular involvement in field operations to supervise and evaluate division programs. Field duties may require strenuous physical effort in fire control, search and rescue, and law enforcement and can occur any time of day or night. Both office and field responsibilities can also result in significant levels of mental stress. The incumbent must maintain and meet the fitness standards as prescribed in applicable NPS guidelines and directives. Must currently possess, previously held (within the past three years), or be able to obtain a valid Type II (seasonal) or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by entrance on duty. More information can be found in the 'Education' section of this job announcement. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed:
1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. Must currently possess or be able to obtain a National Registered First Responder, or higher AND CPR Certification within one year of appointment. Must have a current, valid State Driver's License by entrance on duty. Selectee will travel by motorized and non-motorized boats; and must be able to successfully complete the Department of the Interior Motorboat Operator Certification Course. - AND - For the GL-0025-7. Experience:
At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include Park Guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked. OR - EDUCATION:
Successful completion of at least one full academic year of graduate education in a directly-related field such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement, police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. One year of full time graduate education is defined as 18 semester hours. You must include transcripts. -OR- Successful completion of a COMBINATION of education and experience as described above. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as varies.
